Takes the view, likewise, that the CAP should provide financial incentives for local authorities in the Member States to take measures aimed at: - restoring the production and protection capacities of natural ecosystems, agricultural crops and other assets that are affected by drought and desertification or flooding; - improving practices with regard to the use of water resources, soil and vegetation which have proved to be unsustainable over time; - identifying, improving and promoting plant species and animal breeds in areas affected by drought and/or at risk of aridity; - improving preventive measures;
