"Organiser" means a natural or legal person or organisation responsible for the preparation and submission of a citizens' initiative to the Commission.ing committee" means a group of at least seven citizens of the Union, each from a different Member State, which is responsible for the preparation and submission of a citizens' initiative to the Commission. (This amendment applies throughout the text. Adopting it will necessitate corresponding changes throughout.)

2. In one thirdquarter of Member States, signatories shall comprise at least the minimum number of citizens set out in Annex I. These minimum numbers represent a threshold below 0.2 % of the population of a given Member State, based on a multiple of the number of the Members of the European Parliament for that Member State. The multiple proposed is 500.
