Recalls that a significant part12 % of the funds from the Investment Facility (EUR 390 000 000) are channelled via European bilateral development financial institutions or joint ventures exceptionally consisting of European financial institutions, which charge intermanagement feest and serve as intermediaries between the EIB and the local partners in developing countries; questions whether such a complex structure is effective and appropriate in terms of contributing to the development of the private sector and the financial sector in developing countries, which is the primary goal of the Investment Facility;
