1 Communication from the Commission: Towards a reinforced9a. Calls for the Bureau to look into ways of enhancing the potential of civil society to participate more effectively, and on a broader front, to in the preparation of parliamentary reports. Suggests that such regular consulting of civil society coulture of consultation and dialogue - General principles and minimum standards for consultation of interested parties by the Commission, COM(2002)0704.d take the form of an "early alert": a notice to the relevant stakeholders of the forthcoming report at the stage when a report is referred to a committee. Points out that this would provide an opportunity for civil society actors to submit their views on the issue in question in writing in good time for them to be taken into consideration in the final draft. Notes that, often, smaller civil society actors have limited resources for keeping informed on Parliament's activities which are relevant to them, and a more proactive role of Parliament is needed in order to enhance broader civil-society participation; Or. en

19. Points out that, for dialogue with citizens at all levels - European, national, regional and local -, appropriate financial resources are required, and calls on the stakeholders in that dialogue and the entities responsible for it to ensure that it is adequately funded; strongly encourages the institutions, therefore, to look into the possibility of setting up a "Civil Society Fund" to ensure the economic means of full and broad civil society participation;
