Considers that oil and gas operators must be required, in the licensing procedure, to demonstrate they and throughout the operational period, to have sufficient insurance or other financial guarantees in place to secure restoration and compensation in relation to environmental damage caused – whether through industry mutual schemes, such as OPOL, or through mandatory insurances;
