(2a) The following Chapter is inserted: 'Chapter IIa Shipping Article 3ga Inclusion of shipping in the absence of progress at international level As from 2019, in the absence of a comparable system operating under the IMO, CO2 emissions emitted in Union ports and during voyages to and from Union ports of call, shall be accounted for through a self-regulated system that ensures contributions at the level of the market price for allowances in the preceding year or through the surrendering of allowances in the EU ETS.'

Starting in 2021, the linear factor shall be 2.2%quantity of allowances shall decrease by a linear factor of 3.3% compared to the average annual total quantity of verified emissions for the period 2016 to 2018. The Commission shall review the linear factor and submit a proposal, where appropriate, to the European Parliament and to the Council within six months of the facilitative dialogue to be convened under the UNFCCC in 2018, within six months of the global stocktake in 2023 and after all subsequent global stocktakes thereafter.

The Commission shall make this information public on its website.'
