The Steering Board shall elect a Chairperson from among its members for a fixed term of three years, renewable once. The composition of the Steering Board shall be gender-balanced. The Steering Board shall take its decisions by consensus.’;

The EIB shall target that at least 450 % of EFSI financing under the infrastructure and innovation window supports projects with components that contribute to climate action, including at least 25% of EFSI financing that shall support energy efficiency projects, in line with the COP21 commitments. The Steering Board shall provide detailed guidance to that end.

EFSI support to motorways shall be avoided, unless it is needed to support private investment in transport in cohesion countries or in cross-border transport projects involving at least one cohesion countrcross-border transport projects among cohesion countries. EFSI support to airport infrastructure shall be avoided, except for projects complying with Article 3 (e) of the regulation 1301/2013 on reduction of negative environmental impact; EFSI support to fossil fuel projects shall be avoided; EFSI support shall be granted only to projects that help support innovative models of circular economy, energy efficiency, renewable energy solutions, and/or the transformation towards resource efficiency.
