Takes the view that, as regards technical follow-up, election assistance constitutes the necessary long-term strategic commitment throughout the electoral cycle that best interacts with EU EOMs, and considers that special attention should be given to reinforcing the independence and legitimacy of electoral management bodies, as well as to supporting the establishment of a permanent rather than an ad hoc election commission;
