Stresses that donation should be voluntary and unpaid, and take place in clearly defined legal and ethical contextss is consistently laid down by European laws on donations of blood and blood products, donations of tissues and cells and donations of organs, and at the same time stresses the need for the donation to be accompanied by fair reimbursement of the donor, which corresponds exactly to compensation caused by the medical treatment received;

Therefore, calls upon the European Commission and the Member States to take appropriate measures to avoid risk for the EU of lagging behind in this field, including by creating a regulatory framework which stimulates increased availability of umbilical cord blood stem cells;
