Stresses the need for ambitious, robust and transparent climate governance that will guarantee that the efficiency target is reached; considers that corresponding rules should be introduced as part of the review of the energy efficiency directive; calls on the Commission and Member States to ensure that the European Parliament is fully involved in developing climate governance and to put forward proposals in the framework of the ordinary legislative procedure;
