RegretsWelcomes the fact that the action plan on urban mobility announced by the Commission has not been published and, while approving of the separate initiatives, stresses the need for a cohesive approach; decides, therefore, to follow up its own- initiative report by drawing up proposals for a European action plan on urban mobility, as solving urban transport problems is, according to the principle of subsidiarity, the responsibility of local authorities and not of the Commission;
