Calls on the Commission, in negotiating bilateral agreements, to take account of the fact that the sensitive Arctic ecosystem must be protected, the interests of the Arctic population, including its indigenous population groups, must be safeguarded and the natural resources of the Arctic must be used sustainably, and calls on the Commission to be guided by these principles in relation to all activities;
