1 a. Acknowledges that the European Parliament has been strongly in favour of the creation of the ESMA and believes that the Authority is key actor in order to create more stable and safer financial markets. The European Union needs stronger and better coordinated supervision at the European level.

7 a. Concludes that the current financing of ESMA, with a mixed-financing arrangement, is inflexible, creates administrative burden, and poses a threat to the agencies' independence.
