Notes that market liberalisation has not resulted in significant options or lower prices for final consumers and households; uUrges the Commission to take steps to improve transparency, information, and freedom of consumer choice and to protect vulnerable consumers; advocates support for new arrangements making for effective dispute resolution and restoring the balance of bargaining power between final consumers and suppliers.
