Urges the Member States to involve relevant regional and local authorities and civil society actors from the very early stages of negotiations on Union legislation and on programmes benefiting from the Structural Funds so as to allow a timely dialogue between the different layers of government; calls for these authorities to participate in the responsible decision- making bodies on an equal footing with the national representatives;
