1. Recalls that Article 13 of the Treaty is of general application and as such is equally as important as the environment or consumer protection; stresses that, consequently, the EU’s strategy on animal welfare must include initiatives and actions to promotthe Lisbon Treaty has included for the first time, in Article 13 thereof, the principle of animal welfare, as it did previously for environmental protection; points out that the Treaty clearly defines the policies in which the European Union must ensure the welfare of all animals in all policy areas;
