Commends Croatia on its Constitutional Law On National Minorities and the progress made in this area; nevertheless, urges Croatia to continue promoting a spirit of tolerance vis-à-vis the Serb minority and to take appropriate measures to protect those who may be the target of threats or acts of discrimination, hostility or violence;

Calls for the sustainable reintegration of wartime refugees, and points out in this respect the need for the development and timely implementation of housing, employment and social measures for refugees which are commensurate with the challenge, since progress has been limited; stresses the need to step up efforts to ensure the validation of pension rights as part of the social and economic conditions needed to ensure the sustainable return of refugees;
