Stresses that the European neighbourhood policy (ENP) review provides opportunities for coordination of neighbourhood policy and policy on other African states to be improved through the creation of extended cooperation frameworks; urges, therefore, that these thematic frameworks be set up to offer greater cooperation between the European Union, the southern neighbourhood partner countries and third countries in Africa on regional issues such as security, energy, and even migration;
