Member States may maintain or introduce tolls and/or user charges on their road trans-European transport network or on certainany sections of that networkeir road network which customarily carries a significant volume of international goods transport under the conditions laid down in paragraphs 2, 3 and 4 of this article and in Articles 7a to 7j.
