Amendments (7)

Amendment 1 #
Draft opinion
Paragraph -1 (new)
-1. Recalls the established waste hierarchy for which landfilling is considered as the worst option; stresses that biowaste must first be reduced then collected separately and recycled, in particular through composting, and that, eventually, the residual part must be incinerated to divert it from landfill;

Amendment 4 #
Draft opinion
Paragraph 1
1. Notes the huge unexploited potential in somemany Member States to reduce, collect separately and compost biowaste, and to eventually recover energy from waste by diverting waste from landfills;

Committee: ITRE
Amendment 8 #
Draft opinion
Paragraph 2
2. Stresses that energy recovery from biowastediverting biowaste from landfills needs to be increased in the EU,; notes that biowaste could contributinge to the EU 20:20:20% renewable energy targets by 2020 and also those set in the EU Biofuels Directive and the EU Fuel Quality Directive; recalls that the Renewables Directive supports the use of all types of biomass, including biowaste for energy purposes, as a renewable source of energy; calls, therefore, on Member States to consider energy recovery from the biodegradable parts of waste in their national legislation as part of an integrated waste hierarchy policy and urges them to share best practice ideas;

Committee: ITRE
Amendment 10 #
Draft opinion
Paragraph 3
3. Calls on Member States to establish legally binding separate collection schemes for biowaste, biological treatment of biowaste and reuse of compost with strict quality standards for compost, in view of the significant potential of compost and fermentation residues to contribute to soil protection and improvement, substitute for mineral fertilizers and add to climate protection; invites them to outline how biowaste can contribute to exploiting the potential of existing biomass resources taking into account their specific geographic and climatic conditions;
2010/02/25
Committee: ITRE
Amendment 13 #
Draft opinion
Paragraph 4
4. Recognises the need for Member States to set up a consistent and stable legal framework which supports the construction of facilities for energy recovery from (bio)wasteimplementation of a fully integrated waste hierarchy policy;
2010/02/25
Committee: ITRE
Amendment 17 #
Draft opinion
Paragraph 5
5. Underlines the fact that in many Member States the necessary infrastructure is already in place but financial incentives at national level are required to create and establish the potential biogas, bioenergy and biofuel markets related tofrom biowaste;
2010/02/25
Committee: ITRE
Amendment 22 #
Draft opinion
Paragraph 7
7. Underlines the need forNotes that waste-to-energy plants and other facilities for energy recovery from biowaste to benefit from the same conditions of access to electricity grids and gas pipelines as other renewable energy sources;
