Takes the view, in order to learn lessons for the future strategy, that ten years after the 1998 UN General Assembly Special Session (UNGASS) on Drugs - whose main objective was 'a world without drugs' within ten years - it is necessary to proceed to an assessment of the actual results of the current drugs policies to determine which strategies were successful;
