Calls on the Commission to produce a list of the obstacles facing EU citizens wishing to make full and unhindered use of the free movement of persons and other established advantages for EU citizens, and asks the Commission to incorporate the results in a scoreboard so as to ensure that such obstacles are dealt with thoroughly and effectively;
