1. Takes the view that the current situation is damaging the image of the European Union; calls for a Treaty change in order to create a European Monetary Fund (EMF) as a single financial assistance instrument within the Community framework for all EU Member States;

Insists that the European institutions involved in decisions regarding financial assistance to EU Member States must be accountable to the European Parliament andCommission takes responsibility on behalf of the troika for relations with the European Parliament; calls for the next Convention to render thate relevant decisions must be voted on bysubject to a vote in the European Parliament; takes the view that, where necessary, national parliaments should be involved in the, and for the national parliament of the state concerned to be able to collaborate with the European Parliament in reacting to the Commission's proposals for budgetary and economic dialoguereform;
