4. Calls for a sustained effort to be made through the budget to provide for appropriate training and reskilling, with the support of the social partners for sectors with labour shortages, and for improved utilisation of the ESF and enhancement of the EGF; not least of older workers who may otherwise face exclusion from the labour market, with the support of the social partners for sectors with labour shortages and in line with the EU 2020 objectives and the key sectors with high job creation potential identified by the Commission in its Communication on the Job rich recovery such as the green economy, the healthcare and ICT sectors. Calls for improved utilisation of the ESF and enhancement of the EGF with increased coherence, sustainability and complementarity in order to shorten and simplify the decision-making process;
