5a. Considers that changes in environmental legislation in countries such as China and Malaysia concerning the import of unwashed, post-consumer plastic could provide an important impetus for greater investment in recovery and recycling within the EU and the creation of additional employment;

Underlines the fact that appropriate levels of training and skills are needed for eco-innovations to flourish, and for EU waste legislation to be correctly implemented correctly;; notes that training can improve the perceived status of work in recycling and help improve staff retention and health and Safety practices recalls, in this context, that the European Social Fund could be helpful in preparing the labour force for an increased demand for green jobs.
