Stresses that the circular economy has the potential to generate millions of jobs across Europe; to achieve its full potential, this requires a shift in societal understanding as to the crucial importance of resource efficiency and for governments to ensure a coherent and integrated policy approach to support this change;

Insists that a circular economy produces dispersed, non-centralised jobs, thereby supporting SMEs, helping to tackle the issue of high unemployment in poor regions, reducing inequality and achieving the objectives of EU cohesion policy; stresses the importance of the role of local and regional authorities in planning for and supporting such development;

8. Calls on the Member States to put in place a regulatory environment and fiscal incentives that encourage the development of a circular economy, such as reducing or lifting taxation on renewable resources, including labour, and differentiating VAT rates in accordance with the waste hierarchy; recognises the importance of ensuring that the poorest in society are not adversely affected by any regressive effects of such changes in taxation.
