Recalls the importance of ensuring more funding of at least EUR 700 million for the YEI for the period 2018-2020, as agreed within the MFF mid-term revision, to be split between 2018, 2019 and 2020 into 3 equal instalments of EUR 233,33 million as is reflected in the Draft Budget 2018; calls also for the allocation of sufficient payment appropriations to ensure the proper implementation of the YEI; recalls that the European Court of Auditors has stressed that it is impossible to address all young people by using the resources available from the Union budget alone; requests therefore to go beyond the foreseen 700 million so as to make a stronger effort to tackle youth unemployment in the EU;

WelcomNotes the EUR 72,8 million funding proposed by the Commission for the European Solidarity Corpse (appropriations are to be entered into the reserve until such time as the basic act is adopted by the legislator), EUR 2,5 million being provided in 2018 by the Progress axis of the EaSi; notes with concern that the European Solidarity Corps is only partially financed with fresh money and that resources are being shifted from important programs such as the European Social Fund, Erasmus and Life;
