Considers that, in order to better reach the potential of EU citizenship, the EU must step up its efforts to guarantee the protection of the founding values of the EU, including in the case of minorities. Highlights that national or ethnic, religious and linguistic minorities have been living together with or alongside majority cultures for centuries in Europe; believes that it is necessary to establish EU standards on protecting the rights of such minorities; encourages the Member States that have not yet done so to ratify the Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages without further delay and, where relevant, to withdraw reservations and restrictive declarations, as well as to implement the treaties in good faith; recalls also the need to implement the principles developed in the framework of the OSCE;
