Underlines the importance of a smart public procurement regime to the competitiveness of European industry; believes that pre-commercial public procurement is an important tool for boosting the innovativeness of European undertakings; encourages Member States to review their public procurement policies in this light and asks the Commission to facilitate the sharing of best practice in this area;
