4. By 1 January 2016 at the latest, the Commission shall carry out a comprehensive environmental effect study. The study shall evaluate the air quality and the share of pollutants contributed by L- category vehicles and shall cover the requirements of test types I, IV, V, VII and VIII listed in Annex V. It shall collate and evaluate the latest scientific data, scientific research findings, modelling and cost efficiency with a view to establishing definitive policy measures by confirmation of the Euro 5 enforcement dates (Euro 6 dates for L3e motorcycles) laid down in Annex IV and the Euro 5 (Euro 6 for L3e motorcycles) environmental requirements laid down in Annexes V, VI(A3), VI(B2), VI(C2) and Annex VII concerning Euro 5 (Euro 6 for L3e motorcycles) durability mileages and deterioration factorand monetised environmental benefit of motorcycle emissions controls.

The maximum number of end-of series vehicles put into service in each Member State shall be restricted in one of the following ways to be chosen by the Member State: (a) the amount of end-of-series vehicle shall not exceed 10 % of the number of vehicles registered in the two preceding years or 10 vehicles per Member State, whatever is the highest; or (b) vehicles shall be restricted to those for which a valid certificate of conformity was issued on or after the date of manufacture and which remained valid for at least three months after its date of issue but subsequently lost its validity because of the entry into force of a regulatory act.
