Asks the Commission to develop new ways, other than formal infringement procedures, to improve the transposition and enforcement of Single market rules; in this context, asks them to consider innovative mechanisms, such as the mutual evaluation procedure envisaged in the Services Directive, to encourage peer review and Member State ownership, as well as improve informal problem solving mechanisms such as SOLVIT and EU- PILOT which would have significant benefit for citizens facing every day frustrations in the single market;

Encourages the Commission to bring forward a proposal for a sBelieves that, to establish an effective Single Market, the Commission must produce a clear set of political priorities through the adoption of a "Single mMarket legislative packageAct" which, similar to the Small Business Act, would cover both legislative and non- legislative initiatives from a wide range of DGs, but under the leadership of DG Markt; Encourages the Commission to bring forward this "Act" by May 2011 –- well ahead of the adoption of its announced 2012 single market programme – putting social policy and consumer protection at the centre of the single market to achieve the desired aim of a highly competitive social market economy, which would at the same time ensure a credible level playing field; 20th anniversary of the 1992 single market programme - and should include measures specifically aimed at integrating consumer interests, improving the e-commerce and digital single markets, building on the successes of the Services Directive as well as measures outlining how the single market can support the development of an inclusive, low-carbon, green, and knowledge-based economy; emphasises that this "Act" must make a decisive step forward in completing the Single Market and should be considered as a blue-print for action if we are to achieve a highly competitive social market economy;

Is of the opinion that the Commission needs to undertake an evaluation of the Service Directive to determine whether it has achieved its main goals and to treat the issue as a matter of urgencyReiterates the importance of the Services Directive in completing the Single Market and the huge potential it has for delivering benefits to consumers and SMEs; welcomes Member States' sustained and unprecedented effort throughout all levels of national administration to implement the Directive as well as the support offered by the Commission; however, emphasises that the successful implementation of the Services Directive and the opening of the services sector is a long term project, requiring sustained political engagement and support by all actors involved;

Notes that redress mechanisms applicable across the Union havWelcomes the Commission's intention to analyse in depth the issue of policy coherence in the yfielded limited results and therefore urges the Commission to bring forward a legislative proposal to ensure implementation of an affordable, expedient and accessible Europe-wide collective redress system by May 2011; of collective redress and to strengthen alternative dispute resolutions in Europe; reiterates that any future proposal on collective redress must respect Parliament's view expressed in its resolution of 26 March 2009 on damages actions for breach of the EC antitrust rules and insists that Parliament must be involved, in the framework of the codecision procedure, in any legislative initiative in the area of collective redress
