Regrets that the Agency continues to have high administration costs and fails to understand how the Agency can justify such a situation, given an increase in revenue from the fees charged to outside businesses for its services; acknowledges that the large increase in revenue stems from an increase in the number of certification applications received, rather than as a result of an increase in tariffs;
