Recognises that the intensified use of the Iinternet by citizens, consumers, companies and authorities contributes to the further developmentimplies that this communication instrument is becoming one of the fundamental elements of the completion of the Iinternal Mmarket within the EU; stresses in this context the need for appropriate consumer protection of consumers and intellectual property rights holders on the Iinternet;
