2. use ECVET from 2012, in particular by adopting measures for its gradual applicationtesting, starting as soon as possible, and its gradual application, beginning no later than 2017, to vocational education and training qualifications from level 1 to level 8 of the EQF, in accordance with national legislation and practice, for the purpose of transfer, recognition and accumulation of individuals' learning outcomes achieved in formal and, where appropriate, non- formal and informal contexts;
