Advocates in this connection that the compensatory allowance for disadvantaged areas be retained in the second pillar; considers that it should be ascertained what cofinancing rate appears to be appropriate; calls on the Commission to retain the existing criteria for demarcation of disadvantaged areas taking into account performance of Member States in achieving their own objectives as laid down in pluri-annual rural development programmes; calls on the Commission to carefully adapt criteria for demarcation of disadvantaged areas; recognises that strict and purely biophysical criteria may not be suitable for all areas of Europe, and may lead to unintended consequences in terms of areas which qualify; therefore recommends that the case for socio- economic criteria such as distance from markets, lack of services and depopulation be re-examined, on an objective basis; emphasises that the fine- tuning of criteria must lie with Member States, and regional and local authorities, within the EU framework;
