Notes the conclusions of the study 'A New Growth Path for Europe', commissioned by the German Federal Ministry for the Environment which suggests that raising the EU's CO2 reduction target to 30% could by 2020 increase the growth rate of the European economy by up to 0.6% per year, create up to 6 million jobs and significantly boost European investment;
