Observes that there is a need to establish an independent body, with sufficient budgetary resources, in order to deal with disclosure, advice and referral; notes that the purpose of such a body would be to help whistleblowers use the right channels to disclose their information on possible irregularities affecting the financial interests of the Union, while protecting their confidentiality and offering necessary support and advice;
