Calls on the Commission substantially to improve its proposal on the renewed social agenda in order to safeguard the objective and role of a strong social Europe characterised by sustainable policies guaranteeing the social right of each citizen; looks to the Commission to ensure that environmental and health issues are rapidly integrated in all Union policies in order to ensure a high level of health and environmental protection, in accordance with the provisions of the EC Treaty;

Stresses that the health and health systems of Member States are a matter of general interest and that the health systems of Member States are a key component of the high levels of social protection in Europe and contribute to social cohesion and justice and to sustainable development; recalls the competence of Member States in organising, providing and financing social protection systems and the right of each citizen to high quality healthcare and services within easy reach; takes note of the proposal for a directive on the application of patients’ rights as regards cross-border health services; stresses that it cannot be a solution to medical shortcomings or problems of access to healthcare in some Member States;
