(15a) the following Article 15 a is inserted: "Article 15a Requirements of establishment for coaches and busses operators in a Member State Coaches and buses engaged in national road passenger transport service in a Member State shall have an effective and stable establishment in that Member State. In order to satisfy such requirements a bus or coach operator shall in the Member State concerned: (a) have premises where it keeps its core business documents, e.g. its commercial contracts, accounting documents, personnel management documents, driving time and rest data. Competent authority must have access to these documents in order to verify compliance with the conditions laid down in this Regulation. (b) once an authorisation is granted, have one or more vehicles at its disposal, which are registered or put into circulation according to the legislation of that Member State. (c) conduct its administrative and commercial activates in an effective and continuous way with the appropriate administrative equipment and facilities in that Member State. (d) manage the transport operations carried out with vehicles as defined in point (b) with the appropriate technical equipment situated in that Member State. (e) hold assets and employ staff in proportion to the activity of the establishment."
