1. Recalls that the Common Security and Defence Policy (CSDP), as provided for in the Treaty on European Union (TEU), shall include the progressive framing of a common Union defence policy that might lead to a future common defenceand a common defence, which can be set up by unanimous decision of the European Council;

Calls on the VP/HR and the Member States to use the full potential of the TEU, especially Article 44 on the implementation of a CSDP task by a group of Member States and Articles 42(6) and 46 on permanent structured cooperation with regard to a faster and more flexible deployment of CSDP missions and operations; welcomes the activation of Article 42(7) on the mutual defence clause;

Reiterates the need to ensure and to further strengthen the strategic partnership between the EU andhance the EU-NATO cooperation at all levels in areas such as capacity development and contingency planning for hybrid threats; urges a comprehensive EU-NATO political and military partnership in order to enable a future integration of EU Integrated Military Forces as the European pillar of NATO.

Stresses that for the Union to strengthen the defence of the EU territory, as a pillar within NATO, which remains the cornerstone of the European security architecture, and to enable the Union to act autonomously in operations abroad, mainly with a view to stabilising its neighbourhood, the Treaties should provide for the possibility of establishing a European Defence Union;
