Urges the Member States to make use of Article 31(2) of the Treaty on European Union (TEU), which allows the Council to take certain decisions such as sanctions or related to human rights but also on opening negociations by qualified majority in common foreign and security policy (CFSP) matters; calls on the Member States to make full use of the passerelle clause contained in Article 31(3) TEU;
