Notes that the Commission has developed and put in place a new and large funding programme and built up its debt management capacities swiftly and efficiently; welcomes the fact that first issuances took place at a steady pace in 2021 and were all heavily oversubscribed, revealing strong investor interest and enabling the Commission to meet its funding targets; notes that in 2021 loans were made at a lower price and calls for the freed amounts to be reallocated to other EU priorities;

Points out that the features of NGEU’s borrowing will have direct consequences on repayments from the Union budget for decades; insists, therefore, on optimising the debt service and ensuring a smooth debt profile in order to spread out the future burden evenly; insists that funds allocated to Member States should not be included in the deficit targets;
