Deplores that the new satellite mechanisms result in bypassing the budgetary authority and undermine the unity of the Union budget; stresses that the creation of funding instruments outside the EU budget must remain an exception and, in all case, be subject to scrutiny by the European Parliament;

Welcomes, however, the Commission proposal for a new European External Investment Plan, with a new focus on investment to promote economic and social development in the EU Neighbourhood and Africa, and stresses the need for systematic additionality, both in the choice of policies supported and in their financial implementation; expresses doubts, however, as to whether the proposal is ambitious enough to fully harness the EU’s borrowing and lending potential;
