2. believes that it is particularly important to improve cooperation between national, local and regional authorities and to encourage public-private partnerships for better application of the body of EU law on waste management; encourages the use of European funding to create integrated waste management systems; stresses the need for close collaboration with universities and researchers for the rapid design of innovative technologies that make waste recycling possible;

3. recommends that an equitable balance is found between the need to combat climate change and the Seventh Environment Action Programme, so the European Union can achieve its targets and in order to avoid additional costs; also emphasises the need to launch information, awareness and other campaigns to allow best practices to be exchanged at all levels; considers it necessary to efficiently match research and innovation objectives with local and regional development needs;
