4. Calls on the Member States and regional and local authorities to take account of environmental and meteorological factors when deciding where to locate airports; points out that the development of air transport must take account of the objectives set out in the EU 2020 Strategy; recommends accordingly that airports achieve a 30% reduction in CO2 emissions from air transport throughout EU airspace by 2020;

Considers it particularly important to employ intermodal solutions where possible; takes the view that rail links between airports should be developed, as they offer an ideal way of easing the capacity problems of the airports concerned; recognises the possible contribution of regional airports to easing passenger transport congestion, thereby relieving overcrowded airports, and to the diversification of air transport routes; urges the Member State authorities to propose plans to develop existing regional airports and make them more efficient;

6. Takes the view that the building and expansion of regional airports and related infrastructure should be properly supported by national and regional authorities and receive appropriate financing under the TEN-T Networks, the Cohesion Fund and the ERDF; recommends that the Commission bear in mind the opportunities offered by regional airports as part of the European central transport network encompassed by the Connecting Europe Facility;
