Points out that the ESI Funds have an important role to play in supporting concrete projects aimed at enhancing the entrepreneurial skills of young people, and underlines the need for all Member States and regions to make full use of this opportunity in order to tackle youth unemployment; stresses that the ESI's priority should be to create an optimum framework for launching projects such as start-ups for young people;
