1. Welcomes, in a context of scarcity of resources, the proposal to increase, in terms of both payments and commitments, several key budget lines within the Commission's trade policy title; is concerned,considers however, that these slight increases may not bare sufficient to ensure thatonly if the Commission has the capacity to cope with its expanding negotiating agenda, including free trade agreements (FTAs) withis restructuring its general approach towards multilateral trade obligations and therefore will revise its strategy aiming at concluding more and more bilateral free trade agreements (FTAs) which are counterproductive to the professed aim to promote sustainable development and job creation both in the EUSA and Japain the third Partner countries through international Trade and Commercial cooperation;

Deplores also the fall in real terms in funding for Aid for Trade, particularly asand is concerned that this is proposed in tandem with a sharp decrease in funding for the Development Cooperation Instrument (DCI); therefore calls for an increase in payments in both of these substantial instruments of EU External Relations Policies;

Notes the substantial increase in funding for the Partnership Instrument (former ICI/ICI+), which reflects the widened scope of this instrument; supports the significant financing for activities in support of EU businesses on third markets, but recalldeplores that the coordination platform for internationalisation of SMEs will not be implemented until 2014 despite its inclusion in the scope of ICI+ since 2012;

6. Supports the extension for a third year, into 2014, of the Preparatory Action 'Euromed innovation entrepreneurs for change’. ', on condition that the funding is used to promote sustainable economic development, deepened regional co- operation, a decrease in unemployment and a rise in living standards for the population as a whole, as opposed to being a tool for the economic and political interests of big business in Europe.
