1. Underlines that the rules-based multilateral trading system has been a key driver of global trade liberalisation, which has powered economic growth, job creation and the promotion of sustainable economic developmentle acknowledging it has failed to deliver shared prosperity across the globe; notes furthermore its role in fostering a predictable trade environment through the development of more transparent trade rules and regulations; believes, however, that there is a need to rebuild trust in multilateral institutions in the face of global challenges and shifting world power dynamics; therefore calls EU and Member States to contribute to develop and implement coherent global trade rules designed to achieve decent jobs, social rights, including public services and protection, as well as ecological sustainability;

2. Regrets the growing tendencies towards protectionism and trade weaponisation that have developed in parts of the global economy while recognising the right of states to defend their policy space to pursue national development strategies and implement international obligations taken within the UN system and international law, in particular the Paris Agreement on climate change; welcomes the strengthening of the EU’s trade enforcement efforts and the development of a toolbox of autonomous trade instruments to respond to these emerging challenges; stresses the need, however, to remain fully engaged in efforts to reinvigorate the World Trade Organization (WTO) as the cornerstone of a liberalised global economy and to deal with the challenges posed by non-market economiein all directions of taken commitments, in particular the Doha round to meet the needs of the Global South, as well as opening multilateral ways to tackle challenges, including digitalization, health and trade as well as food and trade dimension, supports the strengthening of SMEs pillar in global economies and calls for strengthening of respective trade facilitation mechanisms;

3. Notes the need to work closely with like-minded partners, and to engage with all members of the WTO that are committed too construct a positive agenda for reform; recognises that historically it has been EU-US cooperation that has been the main driving force for progress within multilateral trade negotiations, and therefore welcomes the positive statements on WTO reform made by the current US administration, which should provide a basis for renewed engagement on actionable outcomes; supports a forward- looking transatlantic agenda based on common interests and shared values, aiming to actively contribute to achieve meaningful WTO reform, including of dispute settlement;

Underlines the importance to strengthen collaboration among international organisations such as WTO, UNCTAD, ILO, UNEP and other UN bodies to keep the multilateral vision alive, tackle jointly the current challenges of the multilateral system and drive a common agenda for shared prosperity; believes that transatlantic cooperation could contribute to drive these efforts forward and must respond in a constructive way to the needs of restructuring multilateral forms of economic cooperation globally as well as in various regions world-wide and respond in a transparent and inclusive manner to respective efforts of regional and international partners;
