Strongly believes that third- country nationals, especially from neighbouring and applicant countries ahead of enlargement, who have resided legally and continuously in the European Union for at least 5 years and have contributed to our society, deserve to have access to EU citizenship and proposes that the Council and Parliament, in accordance with the ordinary legislative procedure, should be able to lay down common provisions;

Proposes to introduce a European citizens’ card bringing the different national schemes together in order to replace the need to supply paper originals and authenticated translation of documents to establish one’s status; proposes furthermore that such a card provides information for the holder on the administration of all the European rights under the Treaties and how they are applied; suggests that the card enables the holder to participate in European educational, training or youth exchange programmes, to send requests to the EU authorities, to petition the European Parliament, to sign ECIs quicker and guarantee therewith a better success rate to reach 1 million signatures than the current 10%, to participate in public consultations and to vote in European elections;
