Recital 9
(9) Attention should be paid iIn the case of environmental and social accounts to, the Communication from the Commission to the European Parliament and the Council of 20 August 2009 entitled ‘GDP and beyond - Measuring progress in a changing world’. Therefore, f should be fully taken into account. Further methodological studies and data tests may be required, but there is sufficient evidence for the need and there are instruments available, to take swift action to overcome the shortcomings of the GDP concept. The Commission should present, by July 2013, to the European Parliament and to the Council an updated communication on "GDP and beyond", together with an action plan centred on concrete legislative proposals to be made by July 2014.

Recital 13
(13) A task force has been set up to further examine the issue of the treatment of financial intermediation services indirectly measured (Fisim) in national accounts. Taking into consideration the findings of the task force, it may beis necessary to amend the methodology for the calculation and allocation of Fisim by incorporating a risk adjusted method that adequately reflects the expected future cost of realised risk, by means of a delegated act before the end of 2012, in order to provide more reliable results.

Recital 15
(15) There is a need to pursueconduct studies and workact swiftly, in particular on issues related to GDP and beyond and Europe 2020 with the aim of developing a more comprehensive measurement approach for wellbeing and progress in order to support the promotion of a smart, sustainable and inclusive economy. These, fully taking into account environmental externalities and social inequalities, and working towards overcoming these. Such studies and work will help to further improve data availability, transmission and quality, to enhance methodologies, so as to prepare for future developments. Data on national and regional accounts should be seen as one element in the pursuit of those aims.

Article 2 – paragraph 4
4. Member States shall carry out the calculation and allocation of financial intermediation services indirectly measured (Fisim) in national accounts in accordance with the methodology described in Annex A. The Commission mayshall lay down before the end of 2012, by means of delegated acts in accordance with Articles 7, 8 and 9, a methodology for the calculation and allocation of Fisim, incorporating a risk- adjusted method that adequately reflects the expected future cost of realised risk.
